01 / Choose a base by buyers and delivery costs

The Delta is not one policy pool. Shanghai's research and models, Jiangsu's industrial chains and city communities, and Zhejiang's application platforms and trade channels solve different problems. Factory products need a buyer and test site; SaaS and cross-border services may depend more on channels and compliance than an address.

Research in Shanghai or Zhejiang, manufacturing in Jiangsu and overseas sales is a plausible operating hypothesis—not a default corporate structure. Each entity adds contracts, invoicing, employment, IP and data responsibilities. Validate one paid problem before multiplying entities.

02 / OPC is an operating model, not one subsidy status

Jiangsu describes a founder-centred AI OPC generally employing no more than ten people; Hangzhou's market-regulation measures cover AI-enabled individuals and small teams in multiple legal forms. Suzhou, Shanghai and Ningbo operators may add their own admission and operating criteria.

Registration, admission, voucher application, R&D funding and procurement are five different decisions. Workspace is not a fiscal award, and a demand-list entry is not a purchase order. External claims should distinguish targets, active calls and awards.

03 / Shanghai: computing, models and AI4S are round-specific

Shanghai's AI application measures cover computing, model and corpus support and AI-town services, but envelopes and ceilings are not blanket reimbursements. The 2026 Modelling Shanghai call explicitly includes OPC entrepreneurship; its first round ran 8–27 May, with later rounds planned for the first month of each quarter. A later round is not open until its own notice confirms it.

The 2026 AI+ and science-intelligence call closed on 1 June and set specialist team and output-sharing requirements. Xuhui's super-founder communities are district-level routes, not the same as municipal vouchers; admission and resource terms need operator and implementing-rule checks.

04 / Jiangsu: turn provincial OPC measures into city-level delivery

Jiangsu has provincial AI OPC measures, an IP compliance guide, an AI+ plan and a token-economy plan. They define community, computing, data, model, scenario and compliance directions, but do not create one province-wide application deadline or uniform award rate. Token-voucher direction requires local implementation notices.

Suzhou's action plan and 2026 measures explicitly support OPC communities and compute/corpus vouchers; ceilings still depend on eligibility and current calls. Jiangyin adds industrial scenarios, while Yangzhou has a separate token-voucher instrument. Industrial AI needs a factory owner, data access, safety plan and acceptance criteria before replication.

05 / Zhejiang: Hangzhou rules and Ningbo sector communities

Hangzhou's twelve OPC measures address entry, compliance, IP and credit—not twelve cash awards. One hundred communities by 2028 is a target; community-building guidance has operator requirements. For compute vouchers and open scenarios, check budget, rate, supplier and application window separately.

Ningbo's official OPC portal lists trade, industrial and other communities. Its May snapshot recorded 14 communities and 152 resident firms, not current vacancies or grants. The PDF mentions 2026 compute vouchers, but this web review could not verify a stable 2026 agency notice; it does not carry forward the 2025 rules.

06 / Put policy figures into cash flow, not a pitch headline

A voucher envelope, maximum award and reimbursement are different levels. Separate model calls, computing, storage, network, corpora and labour; test supplier affiliation, eligible periods and provider rules. City ceilings cannot be added into one project's guaranteed financing.

Model twelve months under no award, delayed payment and scheduled payment. If the business works only with a subsidy, its portability is limited. Cross-province research and sales also require explicit service and IP licensing terms.

Hangzhou's scenario plan targets 200+ resources and 60+ partnerships annually; these are objectives, not orders. Shanghai AI+, Jiangsu manufacturing and Ningbo trade communities offer routes to demand, but listings and referrals do not guarantee procurement. Identify the budget owner, data authorizer and final acceptor.

Six validation themes are industrial AI, embodied systems, health, consumer/content, cross-border commerce and research tools. Bound each pilot to one workflow, authorized data, a fixed period and repeatable measures. Healthcare and factory sites particularly need human override, safety ownership and incident handling.

In days 31–60, deliver a demonstrable MVP on authorized samples and log model costs, human review and failures. In days 61–90, obtain acceptance and discuss repeat business before seeking vouchers, hiring or adding entities.

Keep an evidence pack for entity, team, product, IP, model and compute contracts, pilots, data provenance, budget and compliance. Jiangsu's IP guide is a useful checklist, not a substitute for project-specific licences, confidentiality and privacy design. Reopen current agency notices before applying because rules can change after 30 September.
